Andrew Carnegie's generous gifts for Free Public Libraries to  various towns and cities all over the country.&lt;br /&gt;W.H. Wood Supervisor of Howell, Mich. wrote to him at Pittsburgh in behalf of Howell, and later received a blank from his secretary making inquiries as to the needs and resources&lt;br /&gt;of Howell. the first reply being considered too voluminous, it was repeated and produced the following.&lt;br /&gt;&lt;br /&gt;ANDREW CARNEGIE&lt;br /&gt;5 WEST 51ST &lt;br /&gt;NEW YORK&lt;br /&gt;&lt;br /&gt;May 9/02&lt;br /&gt;W.H. Wood, Esq.&lt;br /&gt;Howell, Mich.&lt;br /&gt;&lt;br /&gt;Dear Sir,&lt;br /&gt;Responding to your letters.  If the city of Howell will pledge itself by Resolution of Council to support a free library at cost&lt;br /&gt;of not less than a thousand dollars a year &amp;amp; provide a suitable site, A. Myers&lt;br /&gt;address reply to care of&lt;br /&gt;32 Home Bank Bldg.&lt;br /&gt;&lt;br /&gt;July 6, 1903 Window frames set to stock room&lt;br /&gt;&lt;br /&gt;July 7, 1903&lt;br /&gt;Col. E.E. Myers reinspected Library building and looked in to the character of walls etc in company of Roche, Wood and Harger.&lt;br /&gt;&lt;br /&gt;July 7 1903: W.H.S. Wood wrote Mr. VanWinkle asking him notify Mr. Gordan that as one member of the Library Board he Wood, considered it &lt;br /&gt;discourteous to the architect Col. E.E. Myers without giving him ample notice thereof.&lt;br /&gt;&lt;br /&gt;July 8 1903 Mr. Gordan arrived notifed Mr. Wood that architect Frank P. Allen of Grand Rapids would be here. Mr. Wood notified Col. E.E.&lt;br /&gt;Myers personally&lt;br /&gt;&lt;br /&gt;July 8, 1903 at 10 AM at office of Township Clerk both Boards met in joint session. All present but Mr. VanWinkle ?won was called to Probate Court&lt;br /&gt;and therefore absent. Mr. Wood moved that Col. Myers be mailed to meet with us. Carried.&lt;br /&gt;Mr. Harger stated object to allay doubts as to Library construction. General discussion by Messrs. Gordan, Harger, M.J. McPherson, Kirby, Brooks, &lt;br /&gt;Adams, Roche, Holt, Kirk Chairman.&lt;br /&gt;Col. Myers discussed all points &amp;amp; answered questions. Mr. Kuehnle gave notice to members of Library Board to keep of? grounds. Mr. Wood &lt;br /&gt;presented from Twp. Clerk files that recommendation of Col. Gordan, Wood, McPherson, Adams, Brooks but not Mr. VanWinkle met with the Township Board Messrs. Kirk, Holt, Harger &amp;amp; Pettibone &amp;amp; discussed the Library matters, contracts, buildings, estimates &amp;amp; C.&lt;br /&gt;Mr. Harger said that no changes had been authorized, none intended by the Township Board, and Board had never been do?? as a Board That &lt;br /&gt;don't know even as architect had given consent and that no consent as to changes have ever been given by anybody to his knowledge.&lt;br /&gt;General discussion as to authorized work, contracts,estimates, &amp;amp; C by all.&lt;br /&gt;Mr. Wood suggested a joint meeting of the two Boards with the Architect to discuss all these matters.&lt;br /&gt;Mr. McPherson suggest the undoubted genuiness and disintendedness of all members of both Boards.&lt;br /&gt;Adjourned at 6 P.M.&lt;br /&gt;&lt;br /&gt;June 16&lt;br /&gt;730 P.M. RECORD OF PROCEEDINGS RELATING TO THE HOWELL FREE PUBLIC LIBRARY AND CARNEGIE LIBRARY BUILDING&lt;br /&gt;&lt;br /&gt;continuation&lt;br /&gt;on examination of the footings, I find them in good condition. Condition of earth below footings, I know nothing of. Outside foundation walls seem in good &lt;br /&gt;condition. Whether proper bonding of stone and brick walls have been employed I do not know but understand that the iron bonds have been omitted.&lt;br /&gt;Be that as it may, stone &amp;amp; brick properly bonded to each other need no iron for the height of your building. In regard ? partition wall in the basement, in my judgment it seems &lt;br /&gt;like very poor construction.&lt;br /&gt;In the first place, the stone used in the construction are very small which causes the use of too much lime mortar which is poor bond for small stone. Then the brick that&lt;br /&gt;have been used for the facing of the basement are not properly bonded together to the walls , ensure the walls not splitting lengthwise, if stone had been used exclusively except for &lt;br /&gt;chimney breasts, Piers, &amp;amp; ? chimneys with plenty of ?bond stone reaching clear through the walls, then no brick would be necessary. As the partition walls are being built great &lt;br /&gt;care need as to be taken in starting the walls for the first story on the cross walls in basement are liable to split.&lt;br /&gt;Reg? respect, fully submitted&lt;br /&gt;Signed C.M Chittenden&lt;br /&gt;&lt;br /&gt;June 10 1903&lt;br /&gt;The entire Board of Library Directors then visited the library grounds and building in a body for the first time. W.H.S Wood Secretary&lt;br /&gt;&lt;br /&gt;Monday June 15 1903&lt;br /&gt;At 10 AM Library Board met at office of Wm. P. VanWinkle on call of Mr. Gordan.&lt;br /&gt;President Gordan presented copies of specifications and contracts and Messrs. Gordan &amp;amp; Wood were sent as a committee to request the&lt;br /&gt;plans for inspection or that he bring them.&lt;br /&gt;After consultation the Board was telephoned to come to Township Clerk's office which was done and places inspected. All Present.&lt;br /&gt;On returning at 11 AM to Mes. VanWinkle office.&lt;br /&gt;Mr. Wood moved that the architect Mr. Myers be requested to meet with our Board to inspect the work and to inform this Board what he expected to do as to variations&lt;br /&gt;and alterations from specifications in the work already done and to be done. No second.&lt;br /&gt;After discussion of various plans of procedure and as to duty and right of this Board.&lt;br /&gt;Mr. Brooks moved and Mr. McPherson seconded that we meet if possible the Township Board at five PM. No action&lt;br /&gt;&lt;br /&gt;Mr. Wood brought the question of having the specifications copied by Miss Holt in the LIbrary Record before the meeting. No action.&lt;br /&gt;&lt;br /&gt;Mr. Wood also suggested the Board asking Architect Myers to come weekly or every 10 days and inspect the work, this board to allow the expenses except as to one inspection a month. No action&lt;br /&gt;&lt;br /&gt;After general discussion in which Mr. Wood moved we go ahead and select books but not seconded and on the motion of Mr. VanWinkle, the &lt;br /&gt;Board adjourned.&lt;br /&gt;W.H.S. Wood&lt;br /&gt;&lt;br /&gt;June 1st, 2d 8th Mr. Wood wrote Col.
