The Library Board met at the Library for a special meeting, Nov. 28, 1921. The question of which binding for the World Book was discussed and the best was chosen at the sixty six dollars.
Other important matters were discussed. Motion to adjourn was made & carried. Dr. E. L. Avery, sec’y pro tem per M.L.P.B.
The following orders were allowed by the City Council with but one, Mr. M. J. McPherson’s, signature,
On account of illness of both Mr. E. L. Avery and Mr. A. Garland it was not possible to have a board meeting.

He was born at Sheffield, England, Oct. 20, 1845.
He moved to America and settled at Xenia, Illinois, later moving to Flora, Illinois.
He came to Michigan and took a position as head cutter for Houseman & May, Merchant Tailors at Grand Rapids.
He moved to Howell in 1874 to accept a position with William McPherson & Sons.
In 1879, he formed a partnership with George Hornung as 'Garland & Hornung,' a general merchant tailoring business.
He served as Mayor of Howell and was Superintendent of the Sunday school for twenty years.
He married Miss Amelia Z. Bryan on Jan. 16, 1871, and later Miss Adda Monroe on Dec. 19, 1889.
