Record of Proceedings Relating to The Howell Free Public Library and Carnegie Library Building. Howell, Mich., Dec 14, 1914.
At an election held December 14, 1914 it was voted that Howell should become a city, necessitating therefore the adoption of a City Charter. The Charter Commissioners were chosen, who, in due season formulated the Charter, the part of which concerning the Library is given on the opposite page.
All bills contracted by the Library beginning April 1st, 1915 are to be paid by the City of Howell all bills originating before the above date were paid by the Township of Howell. In other words the City of Howell assumed all of the expenses of the Library beginning April 1st 1915.
The following salaries and expenses were drawn on the City Treas:
A. J. Brown Salary for April: $45.00
Myrtle Wilkinson Librarian: 45.00
Gladys Cook Asst Librarian: 30.00
Mun Electric Light + Water Com 1/2 yr. Apr.: 9.59
Water: 11.00
Total: $140.59
