    The Howell Library Board met January 21, 1958, at 7:00 o'clock in the library. Present were Mr. Theodore Krieger, Mr. Paul Baldwin, Mrs. Karl Hoch, Mrs. Gerald McCloskey, Mrs. Bird Hight and Mrs. Calvin Gatesman.

    The minutes of the November 19, 1957 meeting were read and approved.

    Mrs. Hight reported that the clock again needed attention and she had asked Mr. Robert Chapel to repair it. Also that the O'Lone family had given a gift of $18.00 to the library to be used to purchase children's books. Mrs. Stanley Warner, assistant librarian would like two more hours of work each week. She now puts in 24 hours and would like 26 hours. Mrs. Jerry Fisher would also like more hours no putting in 8 hours and would work extra hours at $.35 an hour.

    Mr. Shindorf the janitor, said the boiler to the furnace will be needing repair before another winter. mrs. Hight had talked with Mr. Field local furnace man concerning this and he said the cost would be approximately $125.00.

    The library floors are needing attention and Mr.Rothbun who had laid them said they can be patched. Mr. Shindorf would like an electric waxer Mr. Bozarth examined the linoleum and said he could do it all for $65.00. A discussion of this situation followed and it was moved by Mr. Baldwin and seconded by Mrs. McCloskey that a silicone preparation for the linoleum be investigated and to delay the renting or purchasing of an electric waxer. This carried unanimously It was also move by Mrs. Hoch and seconded by Mrs. McCloskey that Mrs. Hight be instructed to purchase sealer for the floors.

    After this some time was spent on the 1958 budget after which the board adjourned to meet on Tuesday night, February 3, at 7:00 o'clock in the library. Respectfully submitted, Lillie Gatesman, Record. Secty.

    The Howell Library Board met November 19 at 7:00 o'clock in the library.

    The minutes of the October 15 meeting were read and two corrections were made. One concerned a raise for the janitor which could not be approved by the board because the budget would not permit it. Mr. Krieger asked that this statement be inserted: 'there had been no overall raise for city employees' The other correction was by Mrs. Hight who said the cost of the pamphlets she was giving out during Book Week had been $3.50 rather than $1.50.

    Mr. Baldwin told about his conversation with Mr. Tholen concerning leaks in the roof Mr. Tholen and other city employees had been in the library a few times when no leaks were discernable and it was decided that they would have to try to come at the exact time the leaks are occurring. Mrs. Hight will try to notify them.

    Mr. Baldwin next told about his inquiry into the possibility of having the cemetery equipment used for the removal of leaves in the library yard. It seems that this equipment has been built by the cemetery employees and because of its rather delicate construction they are reluctant to have it used by others. The leaf situation is taken are of for this season so the matter stands here to be taken up possibly again next year.

    Mrs. Hight gave us the following reports: the clock is working having been cleaned by Mr. Shindorf, possibly all that it needed. Then she gave some figures which she had sent to the state in her annual report - last year the circulation of adult books and magazines was 15,176 and children's 10,008 and for 1957 adults were 31,630 and children's 12,495, an increase of 16,454 adults and 1,587 children's. The overall total increase was 18,041. She attributes this increase to good advertising, in the newspaper, the work of the 'Friends of the Library' and also the capable committee composed of who read suggested and recommended books and help her in the selection to be purchased, making better books available in the library. Mrs. Hight makes the final selection. Also she has incorporated a 7-day table of books which seem to circulate faster and while they may be renewed there are few request. Too, she has more help and the longer they are in the library the more efficient they become and consequently more work is accomplished. Adults have become more interested through work done with the children, namely the story hours and the Reading Club. There are more and more requests for story hours. Possibly too, Mrs. Hight believes with the tightening of money people may be reading more. It was also reported that there was no increase in the number of rural patrons but 660 more adults and children in Howell.

    A very interesting discussion followed on the type and kinds of books in demand in the library and the kinds being published. What should the library do about books that should really be on the shelves but are rarely requested.

    Present at the meeting were: Mr. Krieger, Mr. Paul Baldwin, Mrs. Hoch, Mrs. Hight and Mrs. Calvin Gatesman. The meeting then adjourned the next regular meeting to be January 21, 1958 on Tuesday evening at 7:00PM in the library. Respectfully submitted, Lillie Gatesman, Recording Secretary.

    that there was not an across the board or general increase for city employees on an hourly basis. The board agreed that this increase could not be granted because there is not enough money in the library budget. Mr. Krieger will give the board's answer to Mr. Shindorf.

    It was reported that the coal is in for the winter and that the furnace seems to be in good working condition.

    The fountain on the library lawn was again repaired and paid for by the city and will be taken in for the winter and the water turned off by the city.

    The Howell Library Board met October 15 at 7:00 o'clock at the library.

    Present were Mr. Krieger, Mrs. Hight, Mrs. McCloskey, Mr. Paul Baldwin, Mrs. Hoch and Mrs. Calvin Gatesman.

    The minutes of the September 19th meeting were read and approved.

    Mr. Baldwin told of the results of the two recommendations sent him. The first one concerning the allowing of two weeks vacation with pay for Mrs. Hight, librarian and Mrs. Warner assistant librarian to go into effect in 1958 will still be under consideration though at the present only one week with pay is allowed for all city employees. The second recommendation has to do with leaks throughout the library, particularly around the cupola, directly in front of the desk. Mr. Baldwin said a representative from the Chaffee roofing Co. of Detroit will be in Howell the week of October 21st and he and Mr. Tholen, the city manager will consult with him. They have done the recent repair work. At this point Mrs. Hight explained that it was Mr. Wallace of Fowlerville who had done the plastering, who advised her to lose the library, if during rain there should be further leakage around the cupola, saying that there are thousands of pounds of plaster above the cupula and could cause great harm to persons in the library should it begin to fall as it could easily do.

    Mr. Krieger said he had been unable to talk with Mr. Shindorf, the janitor which he requested so wrote him a letter . The board's decision had been that the library budget would not permit of a raise at this time.

    The clock in the library has been causing trouble and Mrs. Hight asked the consent of the bard to have Mr. Robert Chapel repair it if possible. Mr. Chapel had been recommended to her by a patron of the library. If for any reason Mr. Chapel could not do this Mr. Elyay another clock repairman was recommended.

    The matter of the accumulation of leaves on the library lawn came up for discussion and Mr. Baldwin will talk with Mr. Tholen about this. It may be possible for the leaf pulverizer equipment used in the cemetery to be used on the library lawn.

    Mrs. Hight spoke of Book Week the week of November 18th. There will be a display of books and pamphlets of lists of books available to patrons. Mrs. Hight ordered 100 of these at a cost of $3.50.

    The Howell Carnegie Library Board met September 17, 1957 at 7 o'clock at the library.

    The minutes of the June 19th meeting were read and approved.

    Mrs. Gatesman was asked to write Mr. Paul Baldwin of the city council concerning two recommendations by the board. The first one was: that Mrs. Hight, librarian and Mrs. Warner, assistant be granted two weeks vacation with pay to go into effect in 1958. The second one concerns the leak in the cupola of the library. Mrs. Hight has spoken of this condition a number of times and it was recommended that this be repaired. The leak could cause the falling of plaster with considerable harm to people in the library. The firm who repaired the gutters in the library roof were also to have repaired the area around the cupola which was not done. When there is leakage around the cupola it has leaked on the desk which it did last fall and Mrs. Hight will be forced to close the library if this again occurs. There is also a rather bad leak in the east hall.

    Mrs. Hight gave us a report of the workshop which she attended last summer at Higgins Lake, Mich. She was chosen to be on a panel discussion and of a selected list of children's books all but five are in our library. Both of these things speak well for our librarian and library.

    The janitor, Mr. Shindorf, built a book-case his labor cost $72.00. Bill Hight later built one his labor cost only $45.00.

    Mrs. Hight said she would like to eliminate ordering material for High School students from Lansing. This entails too much work because there is not enough help and so there is not enough time for it. Mr. Krieger said he had spoken to Miss Vickers the High School librarian and this matter will be taken care of at the school. The school will not have to pay the postage whereas either the library or the students must pay if ordered through the library.

    The library was very busy this past summer and during June, July and August there were 8,952 adult books taken out and 4,329 children's books an average of 447 books per day. This increase in circulation was due to more publicity, possibly, as well as people not spending as much on entertainment, thus reading more. Mrs. Hight also gave credit to the 'Friends of the Library' and their work for this increase in circulation.

    Mrs. Jerry Fisher started working in the library, replacing the resignation of Miss Ruth Bennett. Mrs. Fisher is hired for 8 hours per week.

    Mr. Krieger received a letter from Mr. Shindorf requesting an increase in pay. He felt that since other city employees had received increases that he was entitled to one. Mr. Krieger spoke to Mr. Tholen, city manager and was told that

    for children. This committee makes reports and suggestions to Mrs. Hight, who makes the final decision on books to be purchased.

    A Library Club has been organized by Mrs. Hight. It is national and is called 'the Library Club of America' Brief book reports of about 20 words for each book read are the only requirements for membership.

    It was recommended by the board that Mr. Paul Baldwin, City Council member on the board be asked to approach the city council on the matter of two weeks vacation with pay for the librarian and her assistant.

    It was moved by Mrs. Hoch and seconded by Mrs. McCloskey that Mrs. Hight's expenses be paid for the workshop she will attend the week of July 3rd through July 27th, 1957 at Higgins Lake, Mich.

    The Carnegie Library Board met on Wenesday May 15, 1957 at 7PM. The members present were Mrs. Gatesman and Mr. Krieger.

    Since a quorum was not present no business was brought forward for a decision. The date of June 19 was suggested for the next meeting. General matters of library operation were discussed. The meeting was adjourned at 8PM Theodore Krieger, Chairman

    The Howell Library Board met on Monday, July 15, 1957, at 7PM in the library. The members present were: Mr. Theodore Krieger, Mrs. Karl Hoch, Mrs. Gerald McCloskey, Mrs. Calvin J. Gatesman and Mrs. Bird Hight, Librarian, Howell (Carnegie) Carneige Library.

    There was election of officers. Mr. Krieger was elected chairman to succeed himself and Mrs. Gatesman secretary.

    The board decided on September 17, 1957 Tuesday at 7:00 o'clock, to be the next regular meeting at the library. Also it was decided to make three members of the five members constituting the board to be a quorum, in order to take care of any necessary business.

    Mrs. Hight told about the difficulty with the library roof, caused by the rains. The gutters had been repaired, but the cupola in the center of the library again showed leaks and would need attention. There was also more leaking around the east stairway. These things had been brought to the attention of officers of the city but as yet no action had been taken. The cupola condition is serious as falling plaster could cause great damage. She also spoke of Mr. Shindorf, the janitor saying that he was taking somewhat better care of the library yard as picking up of branches and the cutting away of dead wood in the shrubbery. It was suggested to speak to the city of the advisability of removing a rather hazardous apple tree in the yard.

    Mrs. Hight next brought the request of Mrs. Stanley Warner, assistant librarian for a raise of $.15 an hour. It was moved by Mrs. Hoch to pay Mrs. Warner $1.30 an hour on a 24 hour per week basis, but to be paid by the month. It was seconded by Mrs. McCloskey.

    It was move by Mrs. McCloskey and seconded by Mrs. Hoch that Mrs. Hight employ Clay Warner a High School student, for from 6 to 8 hours per week, at $.35 an hour, this to be paid out of her petty cash.

    Mrs. Hight told us of the fine work being done by her committee on the selection of books to be purchased by the library. This committee is: Mrs. Robert Herbon, and Mrs. Edwin Woodworth, who read and judge books for adults and Mrs. Guy Jameson and Mrs. Mark Sherman who read and judge books

    A meeting of the Howell Library Board was called to order at 7PM.

    Present were Theodore Krieger, chairman, Leslie Merritt, secretary, Mrs. Lillian Gatesman and Mrs. Gerald McCloskey, Absent, Mrs. Karl Hoch.

    Minutes of the meeting of February 6 were read and approved.

    Mrs. Gatesman reported for the Friends of the Library on the Francis Line travel lecture. Gross receipts were $685 and expenses to date about $219. Word was still awaited, she said, from the Department of Internal Revenue on whether there was a tax obligation on the tickets. Mr. Krieger thanked her for her work on this project.

    Mrs. Hight gave a librarians' report. She mentioned circulation continued to mount, appreciation of work of Friends of the Library, said there was excellent attendance at the Saturday children's story hours and also expressed concern about plaster falling in rotunda. Mesdames Jameson, Herbon, Sherman and Woodworth, all of whom have had some library experience, had accepted invitations to serve on a book choosing committee. Mrs. Hight renewed her statement of doubts on desirability of a rental shelf for new books and said a 7-day circulation plan was preferred. She requested no new action from the board.

    Mr. Krieger reported the city manager had arranged with Chaffee Co. to repair the building gutters with work to start promptly.

    Leslie Merritt, secretary Mrs. Lillian Gatesman, Mrs. Karl Hoch and Mrs. Gerald McCloskey, members. Also present by invitation was city manager Fred Tholen.

    Librarian Ina Hight reported all members of the staff wished to attend the Francis Line travel between the night of February 21, which is under library sponsorship and requested the privilege of closing that evening. The library board agreed asking that adequate advance notice be given of such closing.

    Minutes of the board meeting of January 9 were read and approved.

    Mr. Krieger presented an application form for tax exemption on Line before tickets, which he signed asked Mrs. Gatesman to be co-signer as she heads the Friends of the Library and mail said form to the collector of Internal Revenue, of Detroit.

    City Manager Tholen reported on his interviews in regard to water damage to the library building. Most qualified person he had interviewed were of the opinion the water gutters were the principal cause of trouble, with repays also needed to the stone work and roof. Estimates of costs to repair the three sources varied from $4,000 to $6,000. The city manager informed the more reputable persons he had interviewed seemed to prefer the work on a cost-plus basis and he was inclined to think this the wisest procedure. The matter was discussed.

    Motion was made by Mr. Merritt to request the city council have the city manager proceed with plans to first have the gutter work placed under contract and accomplished, with the cost in excess of the library's building and repair fund current balance to be financed from such money as the council may find available for such a purpose. This was seconded by Mrs. McCloskey and unanimously carried.

    Mr. Tholen then suggested this request be made in writing to the city council to be submitted to the meeting of February 11.

    The following estimates of receipts and expenditures were made for the coming year, exclusive of any major repairs such is the projected stone work and new roof.

    Motion by Mrs. Hoch taht this budget be adopted. This was seconded by Mrs. Gatesman and unanimously carried.

    all citizens and urge single and business membership donations. Mr. Orville Reed is assisting Mr. Brady in the preparation of the letter.

    Tentative plans for an important speaker at a later date were discussed as a Friends money making project.

    It was reported that sizable donations would be accepted in check form and that the check be payable to the library. This provoked discussion of the merits of such a change in collections and was tabled for further study and research.

    Mrs. Hight reported that many students were still using the library for social purposes and it still created a discipline problem. Discussion followed as to the methods of controlling groups of uninterested children.

    The Great Books Discussion (group) class is still meeting with a fair attendance.

    Mr. Garlock has examined the condition of the D.A.R. Museum Room but has not given an estimate for repair and renovation.

    Mrs. Hoch mentioned that if a tea for new comers were given it would be nice for Mrs. Hight to attend and extend a special invitation to visit and use the many facilities of the library. She also reported tat Mrs. Stickles and an interested group were tentatively planning an Art Exhibit at some later date to be shown in the library.

    Mr. Krieger reported Mr. J. Brady's inquiry about the joint functioning of a school and city library for increasing our state revenues if possible. In an ensuing discussion the problem of questionable books for general distribution was carefully directed and Mrs. Hight explained her present method of reserving the right to let out or withhold certain books from adolescent readers.

    Mrs. Hoch complimented Mrs. Hight on her fine report of immediate library needs at the Friends meeting.

    The next library board meeting will be held on Tuesday evening Nov 18 at 7:30PM in the library The meeting adjourned Signed, Gertrude McCloskey, Secty. Ro Tem.

    The Howell Library Board met Tuesday December 16, 1958 at 7:30PM in the library. Present were Mr. Krieger, Mr. Paul Baldwin, Mrs. Hoch, Mrs. Hight and Mrs. Gatesman. As there was no November meeting the minutes of the October 21st meeting were read and approved.

    Mrs. Hight reported that Mr. Shindorf had told her that the furnace firepot needed repairing immediately. She called Mr. Wright of Wright and Masoil to do the work who said he would a whole day in which to do the repairing. The library was closed on Saturday, Mrs. Hight having advertised that the library would be closed at this time. However the work was completed in the morning. The cost of this was $9.00 for parts and $55.00 for labor. Also the porch railing had been pulled down and the cost is repair this was $11.50.

    Mrs. Hight said that discipline in the library was improved.

    Regarding sick leave for library personnel, the following are the hours per week: Mrs. Hight 30 regular hours, Mrs. Warner 24 hours, Jerry Fisher - 12 hours (2 afternoons, 2 evenings) Mr. Shindorf 12 hours, Mr. Daniels - 9 hours and he also comes back Sundays to check the furnace and does extra yard work in the summer.

    The regular meeting of the Howell Library Board met Tuesday evening October 21 at 7:30PM in the Michigan Room of the Library.

    Mr. Krieger, Mr. Baldwin, Mrs. Hight, Mrs. Hoch and Mrs. McCloskey were present.

    In the absence of the secretary Mrs. Gatesman, Mrs. McCloskey was elected to act as secretary Pro-tem.

    The minutes of the September meeting were read and accepted after one correction was made. Mrs. Hight noted that the minutes read that two adults were on duty during the evening and it should have read one adult and one student helper were on duty.

    Mrs. Hight reported that a typewritten copy of the janitor's duties had been posted in the janitors rooms to aid them in remembering their varied duties. She also raised the question in regard to the amount of vacation and sick leave which the janitors should be allowed. A discussion followed and Mr. Krieger suggest Mrs. Hight make a report at the next meeting on the number of weekly hours each janitor worked. The board could then decide on a fair basis the amount of time to be allowed for vacation and sick leave.

    Mrs. Hight reported on the following: Book week is to be held Nov 2-8 and she has reserved a good display of children's books for that time.

    Two volumes of encyclopedia have been ordered to replace those stolen some time ago. The annual librarian's report was in the process of being compiled.

    The October 9th meeting of the Friends of the Library was held in the Women's Club room in the library. That night plans were made to send a letter to
