It is with a certain amount of regret that I take this step, as I have enjoyed my six years of service for this library but I wish to study music in another city & therefore must needs give up my work here.

At an election held December 14, 1914 it was voted that Howell should become a city, necessitating therefore the adoption of a City Charter. The Charter Commissioners were chosen, who, in due season formulated the Charter, the part of which concerning the Library is given on the opposite page.
All bills contracted by the Library beginning April 1st, 1915 are to be paid by the City of Howell all bills originating before the above date were paid by the Township of Howell. In other words the City of Howell assumed all of the expenses of the Library beginning April 1st 1915.
The following salaries and expenses were drawn on the City Treas:
