Moved and supported that the Library Board meet with The Village Council in regard to the Village paying one half of the expense incurred by curbing on the North, West and East side of the Library grounds (Carried)

At an election held December 14, 1914 it was voted that Howell should become a city, necessitating therefore the adoption of a City Charter. The Charter Commissioners were chosen, who, in due season formulated the Charter, the part of which concerning the Library is given on the opposite page.
All bills contracted by the Library beginning April 1st, 1915 are to be paid by the City of Howell all bills originating before the above date were paid by the Township of Howell. In other words the City of Howell assumed all of the expenses of the Library beginning April 1st 1915.
The following salaries and expenses were drawn on the City Treas:
