Chairman Krieger presented an estimate furnished by Clyde L. Pettibone on four inch rock wool blown insulation into the roof of the main building and vestibule (not including the office sections) at $565. Moved by Mrs. Williams and supported by Mr. Merritt that the library board recommend to the city council hat the bid be accepted and request made the city bear this expense without making it a charge to the library fund. Motion carried.
The matter of coal purchases was discussed informally and decision was made to ask local dealers for deliveries during the summer months.
Moved by Mrs. Williams and supported by Mr. Merritt that during the months of July and August the library close all day Wednesdays and Friday evenings. Motion carried.
Moved by Mr. Merritt and supported by Mrs. Williams that the salaries of Mrs. Van Slyke and Mrs. Bennett be increased $10 monthly effective with the next pay checks. Motion carried. Meeting adjourned at 9PM Leslie B. Merritt, Secretary

A meeting of the library board was called to order at 7:30 on this date. Present: Theodore Krieger, chairman, Mrs H.L. Williams and Leslie Merritt, members.
Minutes of the meeting of December 16 were read and approved. The financial report of the period since the laast board meeting was read and discussed.
Mrs. Van Slyke, librarian reported the need of typewriter repair or replacement. The machine now used has apparently been in service since the library opened. She was authorized to purchase a new one at her convenience and if practical to have the old one repaired at a nominal cost to do so and keep it for utility purposes.
It was moved by Mr. Merritt and supported by Mrs. Williams that estimates of cost be secured on removing shelves from the club room to the magazine room and also cost estimate on redecorating the club room also that the Woman's Club be asked to make a token payment of 20% of the -

Moved by Mrs. Williams and supported by Mr. Merritt that a carbon tetrachloride fire extinguisher be purchased and placed at or near the circulation desk. Motion carried.
Moved by Mrs. Williams and supported by Mr. Merritt that we again investigate prices on ceiling insulation, except over the office portions and if the cost approximates the funds available that the library board chairman is authorized to go ahead with the project. Motion carried.

Minutes of the November 3, 1949 meeting were read and approved. The financial report for the interim period was read.
Moved by Mrs. Williams and supported by Mr. Merritt that the salary of Mrs. Hight, assistant librarian, be raised to $85. Carried.

The library board met on this date at the library at 7:30PM. Present were Theodore Krieger, chairman, Mrs. H.L. Williams and Leslie B. Merritt.
Minutes of the meeting for July 18, 1951, were read and approved and the record of expenditures since that date inspected.
Mrs. Ina Hight, library, made a report to the board.
She informed a district No. 2 meeting of the Michigan Library Association was to be held here May 1 with 100 to 150 persons expected to attend. Fees are expected to cover the costs but it was requested the board accept any possible deficit.

Mr. Krieger presented the resignation of Mrs. M.L. Van Slyke as librarian to become effective July 24, 1951.
Moved by Mrs. Williams that the resignation be accepted. Motion carried. The board instructed its chairman to send a letter to Mrs. Van Slyke expressing regrets at the loss of her services and stating appreciation for her work over many years as head librarian.
Moved by Mrs. Williams that Ina Hight, now assistant librarian, be appointed head librarian to succeed Mrs. Van Slyke. Motion carried.
Mrs. Hight met with the board to report on the library workshop meetings she recently attended at St. Mary's Lake near Battle Creek. State library officials there had told her informally Howell was jeopardizing its state financial aid by operating its library under deficit financing. Mr. Krieger explained the state library personnel was perhaps under a false impression as this library has no present debt. Its appropriations are limited by city charter to a one-mill assessment on property and that the difference between overall costs and appropriations is made up from the city's general fund. However, the matter has been presented to Mayor Chas. H. Sutton for such consideration as city officials will give it.
Mrs. Hight was instructed by the board to survey possibilities of keeping the library open to the public on its usual schedule yet stager the hours of duty so that the work week for library personnel is 24 hours.
Moved by Mr. Merritt that Mrs. Hight's salary as head librarian be set at $100 for the four weeks payroll period. Motion carried.
Moved by Mrs. Williams that Ruth Bennett be retained as the library clerk with salary of $60 for the four-weeks payroll period. Motion carried.
Mrs. Hight presented the names of two persons who had interviewed her for work as assistant librarian, one of whom has the qualifications required by the state for libraries receiving state aid. The meeting adjourned at 9PM. Leslie B. Merritt, Secretary

Moved by Mr. Merritt and seconded by Mrs. Williams that the librarian and assistant librarian be given a week's vacation with pay. Motion carried.

Moved by Mr. Merritt and seconded by Mrs. Williams that expenses of the assistant library Ina Hight to the work shop of Battle Creek be authorized (These were estimated at $25). Motion carried.
In a discussion the board asked the librarians to keep a record of what groups used the buildings club room and when.
Moved by Mrs. Williams and seconded by Mr. Merritt that approval be given for construction of book shelves in an unused doorway of the children's reading room. Motion carried.
Mrs. Minnie Van Slyke, librarian, appeared before the board to advise she wished to be relieved of her duties in the not distant future and asked the board give consideration to naming a qualified successor. Mrs. Van Slyke set no date at this time for her retirement. She was praised for her long and faithful service.
Mr. Shindorf building caretaker, discussed with the board problems of weed eradication, lawn and shrubbery care and asked if something more satisfactory could be worked out with the city in regards to grass cutting. Mr. Krieger said he would consult with city officers on matters Mr. Shindorf presented, and with the future farmers organization at school about spraying for weed control. A meeting of the library board was called to order at 7PM. Present were Theodore Krieger, chairman, Mrs. H.L. Williams and Leslie B. Merritt members.
Minutes of the meeting of June 30, 1950 were read and approved and expenditures of the interim period as shown on the proceedings book examined.
There was informal discussion on needed improvements. The chairman said he would discuss with city officials needs for sanding and refinishing the floor of the reading room and possibly the entire street floor, trimming or digging up some of the lawn shrubbery particularly where it obstructs view of traffic at street intersections, and the matter of street curbing the area on N. Center street.
Moved by Mrs. Williams and seconded by Mr. Merritt that chairman consult with the city authorities on these matters particularly improvements to the floor. Motion carried. -

A meeting of the Howell library board was called to order at 7:15PM by Theodore Krieger, chairman. Also present were board members Mrs. Harry L. Williams and Leslie B. Merritt.
Mrs. Ina Hight, librarian, conferred with the board on matters of policy, and was then excused to attend another meeting.
Requests for an outside door in the library club room were acknowledged it being claimed failure to have such a door was a fire hazard. It was suggested a contractor's bid be invited for such a door but that its construction must not weaken the wall.
