Proposal from the Child Conservation League (Left)
'The Honorable Chair and Members of Board of the Howell Carnegie Library:
In compliance with your request the undersigned officers of the Child Conservation League of Howell hereby submit for your information and consideration the plan suggested by our organization for the use of the south-east basement room of the library for a supervised Children’s reading room.
The Child Conservation League will furnish the room with juvenile chairs and tables and curtains.
The Child Conservation League will furnish a responsible supervisor and story teller for the afternoon.
We would desire the use of the room on Saturday afternoons.
It is understood that this room has not been used for several years past and this organization feels that this project will supplement the library work at no expense to the Library Board.

Proposal from the Howell Woman’s Club (Middle Center)
'To the Library Board — After a number of informal conversations in regard to the use of the room known as the G.A.R. & W.R.C. room in the library as a meeting place for the club.
Therefore we the Howell Woman’s Club ask permission to use this room and an adjacent room to be fitted up for a comfortable club room.
The club agrees to use their furniture, rugs, stove, pictures, dishes with no expense to the library board in turn for the use of the rooms as a meeting place for the club. The details to be worked out with the committee.
