certain inside walls of the library according to architects suggestion: also to lay drain around outside of building to carry off water from roof. M.J.
McPherson & Geo. H. Chapel appointed committee to look after putting in said drains.

Carnegie Fund in New York.
On motion C.A. Sauer & Co. were paid $2000 of above draft.
Resolved that we accept the estimates of Malcomson & Higginbotham, architects of July 27, 1905 for $2236 less $236 for excessive estimate in
plumbing & electric wiring. Carried.

Meeting of the Board was held at the office of Thos. Gordon. Present Thos. Gordon Jr., M.J. McPherson, Geo. H. Chapel, R.B. McPherson, Geo. Barnes.
On motion M.J. McPherson was elected President & Geo. Barnes. Sec'y.
Plans specifications for the completion of the Carnegie LIbrary at Howell were submitted by Mel Cawson ? & Higginbott? were considered. On motion the board
decided to advertise for bids in two local & two Detroit papers as follows.
BIDS FOR COMPLETION OF CARNEGIE LIBRARY HOWELL, MICHIGAN
Bids will be received up to12 o'clock noon, May 18, 1905 and will be opened at 2 o'clock p.m., the same day at the office of Thos. Gordon, Jr.
Howell, Mich., for completion of the Carnegie Library, Howell, Mich.
Estimates will be received embracing all work and furnishing complete, as per drawings and specifications. Separate estimates will also be
considered for the following items:
1st Mason, concrete, cut stone, file, marble and iron work
2nd Carpenter and joiner work and hardware
3rd Painting, varnishing, etc., and glazing.
4th Plastering and stucco work
5th Electric work.
6th Plumbing and heating.
Also for raising the present dome, and for new entrance complete as per disign No., 2.
Plans and specifications are on file for examination at the office of Thos. Gordon Jr., Howell, Michigan.
A certified check for $300 must accompany each bid, Address all bids to
M.J. McPherson, Howell, Michigan.

Board met at the office of Thos. Gordan Jr. at 1.30 o'clock. All members present. After some discussion, the Board of Township Library Directors entered
into an agreement with C.A. Sauer & Co. of Ann Arbor in the sum of $8159.53 for the completion of Carnegie Library in accordance with plans & specifications
as favored by Malco? & Higgenbottem? & as were particularly set forth in contract to be drawn by architect. A preliminary agreement was
signed by contracting parties. Bond of $4000 agreed upon.

A meeting of the Howell Township Board of Library Directors was held at the office of Thos. Gordon Jr. Oct 8 1904.
All of the members were present.
Moved by Mr. VanWinkle, & seconded by Mr. Cooper that we raise by tax one mill on the dollar on the assessed valuation of the Township for
Library Fund. Amendment by Mr. McPherson that we raise only one thousand dollars, amendment carried by vote of Four. The original
resolution was then carried as amended.

Meeting of the Board of Library Directors of the Township of Howell held at the Office of Thos. Gordon Jr. in said Township on Nov 14th, 1904
at 10-30 o'clock A.M.
Present the following named directors W.P. VanWinkle, M.J. McPherson, L.S. Brooke, Thos. Gordon Jr. F.O. Bush and J.J. Cooper.
Meeting called to order by Thos. Gordon Jr. President of the Board. Andrew Carnegie having proposed to add the sum of five thousand
dollars to his gift to said Township for a free public library.
Provided the said Township guarantee a correspondingly increased maintenance Fund of Fifteen hundred dollars per year Therefore the
following resolution was offered and adopted by an unanimous vote of the Board.
Whereas, Andrew Carnegie did on November 3rd 1904 offer to give and furnish five Thousand dollars to the Township of Howell Michigan
in addition to his gift heretofore made to erect and complete a free Public Library Building. On condition that said Township pledge itself to support said Library at a cash
of not less than Fifteen Hundred Dollars per year being Five Hundred Dollars in addition to the amount Pledged thereon.
Resolved by the Township Board of Library Directors of said Township that said Township accept said additional donation of Five Thousand
dollars, and it does hereby pledge itself to comply with the conditions of said gift by increasing the amount of maintainance Five Hundred
Dollars per year and that the annual levy shall herafter be made upon the Taxable property of said Township sufficient in amount to
comply with aforesaid requirements.

An adjourned meeting of the Howell Township Board of Library Directors met at the office of Thos. Gordan Jr. There were present M.J. McPherson,
Wm. P. VanWinkle, L.S. Brooke, Thos Gordon Jr. & F.O. Bush. J.J. Cooper absent.
Moved by Bush, seconded by VanWinkle that Mr. McPherson & Mr. Brooks be requested to write Mr. Carnegie the condition of the building and see if he would
increase this Gift for the finishing of the building. Carried
Moved by Mr. VanWinkle seconded by Mr. McPherson that the secy make a copy of the Township Board proceeding in regard to the abandonment
of the Carnegie Library Building. Carried.
On motion of Mr. Brooks, seconded by Mr. VanWinkle that Mr. Chattenden of Lansing be invited to come & inspect Library Building & make a report on condition & also estimate the amount required to complete the sum.

Moved by McPherson, seconded by Mr. Bush the? we accept the offer of F.P. Schoeder & he W.J.Burton for roofing the Library Building at
prices named by them. The roofing to $ 5.85? per square delivered in Howell the work of Mr. Schroeder for putting on ?san & the gutters to br
?$348.98. Carried
Moved by VanWinkle, Sup by Mr. McPherson that drainage of a permanent charc?lar for the Library Building be put in & that grading be
done for the protection of the Building.
Moved & sup. that Pres. & Secy act as a committee to let contract for sum. Carried.

General discussion as to the events of the day, duty to the public, desirability of action, manner of procedure, sufficiency of previous disclaimer,
and Propriety of inaction or silence.
As in April Mr. Wood again suggested securing a room, purchasing books, adopting rules, getting a librarian to catalogue, index & C and giving to the people an early
benefit from tax already collected.
Also the authentication of bills of Twp. Howell, Mr. Kuehnle, Crittenden, Allen, & C & presenting them to the Supervisor and Clerk for orders upon the
Twp Treasurer.

Col. E.E. Myers reinspected Library building and looked in to the character of walls etc in company of Roche, Wood and Harger.
July 7 1903: W.H.S. Wood wrote Mr. VanWinkle asking him notify Mr. Gordan that as one member of the Library Board he Wood, considered it
discourteous to the architect Col. E.E. Myers without giving him ample notice thereof.
July 8 1903 Mr. Gordan arrived notifed Mr. Wood that architect Frank P. Allen of Grand Rapids would be here. Mr. Wood notified Col. E.E.
Myers personally
July 8, 1903 at 10 AM at office of Township Clerk both Boards met in joint session. All present but Mr. VanWinkle ?won was called to Probate Court
and therefore absent. Mr. Wood moved that Col. Myers be mailed to meet with us. Carried.
Mr. Harger stated object to allay doubts as to Library construction. General discussion by Messrs. Gordan, Harger, M.J. McPherson, Kirby, Brooks,
Adams, Roche, Holt, Kirk Chairman.
Col. Myers discussed all points & answered questions. Mr. Kuehnle gave notice to members of Library Board to keep of? grounds. Mr. Wood
presented from Twp. Clerk files that recommendation of Col. Myers of Mar. 3, 1903 as to brick and the action of Board in laying in on table
March 7 & letters, see page
Col. Myers invited all to go to grounds.
Mr. Wood moved we accept the invitation. No second.
Mr Wood renewed motion. No second.
Col Myers explained as to brick? water table, & made stone, Safety from fire by not ?furring & C. General discussion.
Mr. Wood spoke of Rev. Allen's being expected as per notice to him from Mr. Gordan & wanted it to be in presence of Col. Myers. Inp? Architect.
Mr. Harger moved to adjourn
Mr. Wood & Holt spoke for harmony.
Motion to adjourn carried.
July 8 1p.m. Library Board met at office of Thos. Gordan Jr. All present but Mr. VanWinkle soon called away & also Mr. Wood later. Board
consulted with Architect Frank Allen of Grand Rapids who had visited the building in the forenoon.
Later Mr. Kirk was present.
Later Four members and Mr. Allen went to Twp. Clerk office & inspected plans. Rev. Adams, M.J. McPherson and Mr. Allen visited
Library building and were told by foreman that he had been directed to order them off by the contractor.
July 10, 1903 Mr. Gordan gave notice of Library Board Meeting at his office this evening.

The Library Board Messrs. Gordan, Wood, McPherson, Adams, Brooks but not Mr. VanWinkle met with the Township Board Messrs. Kirk, Holt, Harger & Pettibone & discussed the Library matters, contracts, buildings, estimates & C.
Mr. Harger said that no changes had been authorized, none intended by the Township Board, and Board had never been do?? as a Board That
don't know even as architect had given consent and that no consent as to changes have ever been given by anybody to his knowledge.
General discussion as to authorized work, contracts,estimates, & C by all.
Mr. Wood suggested a joint meeting of the two Boards with the Architect to discuss all these matters.
Mr. McPherson suggest the undoubted genuiness and disintendedness of all members of both Boards.
Adjourned at 6 P.M.

on examination of the footings, I find them in good condition. Condition of earth below footings, I know nothing of. Outside foundation walls seem in good
condition. Whether proper bonding of stone and brick walls have been employed I do not know but understand that the iron bonds have been omitted.
Be that as it may, stone & brick properly bonded to each other need no iron for the height of your building. In regard ? partition wall in the basement, in my judgment it seems
like very poor construction.
In the first place, the stone used in the construction are very small which causes the use of too much lime mortar which is poor bond for small stone. Then the brick that
have been used for the facing of the basement are not properly bonded together to the walls , ensure the walls not splitting lengthwise, if stone had been used exclusively except for
chimney breasts, Piers, & ? chimneys with plenty of ?bond stone reaching clear through the walls, then no brick would be necessary. As the partition walls are being built great
care need as to be taken in starting the walls for the first story on the cross walls in basement are liable to split.

At 10 AM Library Board met at office of Wm. P. VanWinkle on call of Mr. Gordan.
President Gordan presented copies of specifications and contracts and Messrs. Gordan & Wood were sent as a committee to request the
plans for inspection or that he bring them.
After consultation the Board was telephoned to come to Township Clerk's office which was done and places inspected. All Present.
On returning at 11 AM to Mes. VanWinkle office.
Mr. Wood moved that the architect Mr. Myers be requested to meet with our Board to inspect the work and to inform this Board what he expected to do as to variations
